I have had success in the early spring with white and chartreuse rooster tails. In the summer when it's really hot and still I've used 4-6" pumpkin seed colored worms rigged in the middle with no weight. You have to have a calm day and a lot of patience to let the worm sink. But, when nothing else works it's a good tactic. I haven't had a lot of luck rigging Texas or Carolina worms.
