My question is ..how can I catch Steelhead more consistantly...bobber set up, trout rig?

I caught this in silver creek ny yesterday, was wondering if this is a king salmon or what????

I caught this little guy on the dunkirk pier..Is this an emerald shiner, not sure (chub)maybe??

Can anyone tell me what this is and its use.?
