Is it better to cast downstream and bring your lure back up or cast upstream and bring it down?

Will be in Elizabethton next weekend and hoped to do some fishing while I'm there, anyone know any good places to go?

I knew that guys lol I've never had one bite anything I've thrown though all they do is watch the lure

Anyone know how you can catch gar in the rivers?

The best bait you can find Is a wardens 1/8 ounce white rooster tail I've caught numerous amounts of fish but my best catches have been a 5lb small mouth and a 7 pound largemouth in a creek near my house
