Hildebrandt jig spinners are much better quality than the cheap ones.  The snap part that attaches to the jig eye stays closed, The cheap ones can twist open, the swivel is not a ball bearing but it spins easily, the cheap ones use cheap swivels, and the finish on the blade is much better.
That said, that's a huge difference in price, the cheap jig spinners still catch fish.  To each their own, I've used both and prefer hildebrandt.
And a size 3 would be about right for a 1/4 oz.
