Looking for the best bass fly fishing combo for a good price and also acceptable quality. 

You want the "best" but acceptable quality. That seems like a contradiction. What do you think is a good price? A low end, but acceptable quality combo will start at about $250 and the best can easily be $2,000.

I meant best for the price and was hoping to get at least under $100.Is that possible from your experience?  

There are a few combos available for $100 but the quality is not there. They will be difficult to cast. A cheap rod alone is over $100, an inexpensive fly line is at least $30, and a reel is is another $30 to $50. Plus you'll need leader materials. Find a local fly shop and talk to the staff. 

In fly fishing, you cast the line rather than the lure so don't scrimp on the line. A 9' 5wt is a good all around started fly rod. If you will target bass specifically a 7 or 8wt might be better. All the reel does is hold the line so don't go overboard there. It's a good idea to talk to a fly shop staffer and consider a casting lesson or two.
