I coated the baits last night at about 10PM.  As of right now, they still feel just a little bit sticky but not much.  Does it take more time for the devcon to cure and harden completely or if I did something wrong, is there a way to fix it?  

I coated some at 11 last night and at 7 this morning they were still a little sticky but not bad. I usually give it 12 hours and add another coat or paint over it. But allow a full 24 to fish it.

Well it's been 15 hours and one of the baits is still slightly tacky.  I've read that adding too much hardener can cause this but, I thought I mixed them pretty equal.  This is the finishing coat so no paint over it.  Is there anything I could do to completely harden it if it stays slightly tacky like this?

It sounds like you got your mixture off some.  Might be able to add another layer on top to fix it.

Yep sounds like the mix was a little off. Try and overcoat it with another coat...might work. I have lost a few baits to this happening before.

Mixture is off some. Sometimes when you open a new tube it does not come out equal. I always stand the tube with the end that is to be opened up pointed upwards for a few minutes before I push it out. Seems to help some. Second coat may help it.

Three things can happen here that will cause this problem. 1 Improper mix ratio, 2 did not mix well enough, 3. epoxy does have a shelf life, its rare but once in a while you get some bad stuff. Shelf life or maybe in shipment it was exposed to high heat, don't know which but it does happen.

The good news is a carefully mixed second coat will solve the problem.
