I just bought a a brand new 4 pc fly rod off of ebay and it was all perfect except on one of the pieces the plug came out of the end (see picture) and I was wondering what kind of glue I could use to put it back in?

Clean off the old epoxy..  scrape off the plug and roll up some 600 grit sandpaper to prep the inside of the blank section.  Then I'd take a Q-tip with some rubbing alcohol and wipe the glueing surfaces down.  (let dry)  Then use any waterproof epoxy you have  (or can get locally) to re-glue the plug.  

Locktite or Devcon brands makes a couple waterproof epoxies and you can get them at lowes or depot.

Yep can't argue with that, thats the way to do it, don't forget to hold your tounge just right

4 piece build rod huh? I've never attempted one-nor have I done a two piece either

yeah most fly rods come as a 4pc. I fly fish for steelhead and salmon on the off season of bass. The rod is actually a "switch" rod. a hybrid fly rod and spey rod that can be used for both techniques of fly fishing.

Don't over think it - all your doing is prepping the surface to be re-glued. So you just scrape out the old, get it rough and course, clean it then apply epoxy.

Note, you want to do the first 3 steps to both the inside of the rod as well as the plug.

it's really only about a 2 minute job.
