I was wondering if anyone had any information on the bass versions of the Phenix fishing blanks. I was planning on building some new rods this winter and wanted to know how these rods stacked up against other blanks in and around their price range (approximately $90 to $120).

I don't know anything about Phenix blanks... but they are in a very competitive price range.  Lots of great blanks are in that range.  On the other hand, if you do buy one (or some) be sure to give us detailed reviews of them.
