I'm confused with how this works. Is the discount you get based on the value of the rod you bring in? This may be a stupid question but I would like to get an answer.

No it's based on the new purchase price. 

Bring in your cheapest functional rod. Or a rod you never use. All rods are donated.

or bring a good working used rod that can be put in the hands of a kid thats learning to fish
