Ok, so the plan was indoor/outdoor carpet as I have seen many here do but I have heard, it holds the water and snags the hooks

So what else?  I have restored a couple of tractors and you can buy self adhesive sand paper for where you step this stuff sticks great and would be perfect, but where do you get it in big sheets?  I have seen guys paint it and then spread sand, but it wares off and doesn't look very professional

Any ideas?

Go to Lowes and get their 6ft wide marine carpet. It has a thicker nap than the 12 ft. It is exactly what you need. Then ask them where their outdoor waterproof carpet glue is and buy a gallon of it.

Indoor/Outdoor carpet like HD sells is unsuitable for a marine applications and especially fishing boats.  Insufficient backing and the weave tends to snag hooks like a magnet.  You must use marine carpet. Both Cabela's and BPS sell it in kits or by the foot or yard. You can get the glue at HD or Lowes.  Try using a spray waterproof contact cement made by 3M for edges.  It dries way faster so you're not forced to clamp the carpet edges for hours on end waiting for the glue to dry.
