So on my rod the second to last eye fell off do I need it on there or can i just leave it off?

Have it fixed no doubt about it.

Contact the manufacturer of the rod and let them know what happened. They will tell you what you need to do.

Guides are placed where they are for a reason. 

They were designed to maximize the effectiveness of the rod. 

 

Replace it with the same size in the same spot.

The entire guide came off or just the insert? Either way, get the guide replaced as Mike L said. 

 

It it would be like working with thorny bushes with leather gloves but the slit for one of the fingers is missing.  You need all of the rod’s Guides just as you need all of your fingers protected.
