Spinning reel and Pop R hook tying materials

Just bought a new Dobyns 702 Sierra spinning rod and need recs for a reel in the $220 and under range.  I have it narrowed to 3 on my own but have a couple months to do more research so looking for thoughts.

 

Also need a resource for materials to make my own treble dressings for poppers.   

 

I have seen it done with just shrink tube and all but might like to have a jig and materials myself to do a better job

All you need is some hackle, thread and something to seal your threads. Hackle can be had anywhere fly fishing is sold, or online auction site. A vise is nice, but you don't need one. I like 3 strands of hackle ranging from 1" to 2" in white, sometimes one strand in another color. I tie a bunch as a winter project.
