Newbie question on carburetor bowl removal/draining

I have an older (74) Mercury 650 (65hp) and after a long diagnosis process, I think my lack of power comes down to needing the drain and clean the carburetor. Can anyone tell me where the bowl and screw is located? If I am in the boat, looking at the two flappers, where will they be? Do I have to remove the front of that or something to access them? Any help would be appreciated.
