I am not sure. Does the breaker actually say it is rated for 12V? You can use a breaker with a voltage rating higher then the voltage you are using it for.

Yes, it says 12V on it. Thats all they had at Gander Mtn. The clerk didn't know, he didn't know a split shot from a buck shot.

I would say no. My guess is it would trip at a lower amperage.

Amp draw is amp draw. If its rated @ 60a then thats what it will trip at. I would think each battery should have its own circuit breaker. I have fuses in line with each battery. If your batteries are protected seperatly than you should have no problem.
