trolling motor question

I have a motorguide pro series 70 lb thurst trolling motor.  I fish Lk. St. Clair most of the time and when I use my trolling motor in 2 footers or more it is very hard to troll.  The trolling motor moves with the waves.  It seems that it turns to easily.  I was wondering if there was a way to tighten the cable to keep it from turing with the waves.
