is a 7 foot medium action rod or a 6'6 med heavy rod be better for soft plastic fishing(both fast action).

i will use texas rigs the most. 15lb florocarbon

IMO, the medium heavy.  

I use a 6'6" mh with 12 lb mono for senkos and texas rigs. I also use a 7'6" H with 65lb braid for 7" senkos and jigs.    

Many people base rod length on technique I prefer to base rod length on the persons overall physical size. If you are a person of small stature I would not recommend a 7' rod; they would be better suited with a 6' to 6'6 rod.

I personally use a 6' 8 to 6' 10, Line: 10-20 lb, Lure: 3/8-3/4, Power: Medium Heavy, Action: Extra Fast

6'6 MH would be my choice as well.
