need rod help/opinion?

I bought this rod not too long ago because it was on sale. I used it once and it seemed to work okay, but then a couple of days ago, the rod look liked it had a dead spot when I caught a decent size bass. I looked at the tip really closely, I saw and felt this (picture 1). Some weird bumping spot.

Not sure what it is, but could it be someone broke it, got it replaced and sold me a used rod? Note, the rod was in the wrappings.

I want to know does a rod that have been fixed lose sensitivity? If it does, maybe I should go get it exchanged, but I don't even know if this is rod has a dead spot or it's like that.

I have mh crucial, but it's a x-fast tip and I can't really compare to this mh f tip. My EliteTech crankster rod is made from fibreglass so that too is also too wimpy to compare.
