That Powell Max Crank rod is pretty good. It's on sale right now on Tackle Warehouse for $118. In your price range.  I've been eyeballing one for myself...

A  7' Medium power, fast action rod would be your best bet for versitility with cranks/traps. Is the best for each.......no, but it will toss and fish both well.  Keep the diving cranks to mid depth runners, like DT 10's, SK series 4's, Bandit 300's, and the lipless baits to the commen 1/2 oz size, and one rod will handle both fine. Some decent rods in your range that I have fished are:

St Croix Premier PC70MF $120

St Croix Mojo MBC70MF $100

St Croix Triumph TRC70MF $70

Fenwick HMX 7' Med power, fast action $90

BPS Cranking Stick 7' Med power, fast action $69, on sale often for less, this rod is a bit more specific to cranks, the rest you could fish plastics/jigs on as well if you match the bait/tackle to the rod.

Shimano Compre CPC-C70MB or CPC-C70MHB, depending on the smallest cranks you want to throw.

I think it would depend on the depth of the lipped crankbaits and the cover around which you plan on fishing the lipless and lipped crankbaits.  I find that a medium powered rod may not be stout enough to rip these baits through the grass.  I prefer a fast action for my lipless crankbaits, also to facilitate ripping these baits free of the weeds; however, moderate action is more appropriate for deep crankbaits and treble hooked baits in general for fighting the fish.

For your purposes, I would recommend something along the lines of St. Croix Premiere PC70MHM (7' MH mod-fast) for the best of both worlds.  The rod is a graphite blend to achieve a moderate fast action without having too much give, for ripping the baits through the weeds.  I prefer to fish mine with braid to further this ability.  I find the moderate fast action good for deep baits as well.
