I found this lake on google earth. I looked it up on google and found out that it is a 425 acre reservoir owned by the boy scouts. Does anyone know if it is open to the public, or if it is possible for me to get permission to fish?

It is a private lake. You could fish it but you would be trespassing. Not recommended.

As to permission, the camp around the lake is the Goshen scout reservation, administered by the National Capital Area Council of the BSA. Start there, or try and get ahold of the Goshen director.

It's "owned" and operated by the National Area Capitol Council of the Boy Scouts of America, located on the Goshen reservation that they use for Summer Camps and what not. It's not publicly "fishable" which is a real shame, cause when I was a Boy Scout I pulled out some nice sized fish from there =/

I grew up about 10 minutes from here.  It is very much fishable from the bank when the scouts are not there during the summer.  The hours for fishing are M-F 8:30-3:30.  You can only fish the dam area of the lake though.  I've been lucky enough that the camp director is a great friend of my dad so I've had a lot of access to this lake.  It is FULL of HUGE bass.  The best I've pulled out of it is just over 8lbs but I've got several this size.  Dad got a 13lber out of there several years ago.  I've saw a couple of 10+ pounders pulled from the dam area also.  I don't mind telling people about the lake since it has such little access and I rarely get to fish it anymore.  If you get a chance to fish it do so.  You can also access a small area of the upper end of the lake using a hunter access trail.  Locals have trashed this area so don't expect a nice area to fish.
