when looking at the weather map at NOAA, it says "Wind direction SE"

Now I'm pretty sure that means that the wind is coming FROM the south east.  But looking at the radar map in motion it looks like the weather is movin TO the Southeast.

Which is it?

Consider the source!  Last week, they said SSW 5-10, which in reality was due N at 30 mph!

In defense of NOAA, it's not just them, it's a whole bunch of other forecasters as well. Just comparing the forecast with the actual over the course of many years, it's obvious that wind must be notoriously difficult to forecast.

Nevertheless, when a direction is mentioned either in the forecast or actual observations, it represents the direction the wind is coming from.

Which is it?

Wind moves at different directions in the atmosphere.  While radar shows precipitation going in one direction, down on the ground the wind can be moving in a different direction.
