The answer is yes, you can catch stream trout with a spinning rod. Spinners, grubs on jigheads, spoons, crankbaits will all catch fish.

rooster tail spinner will work excellent for trout in most streams

rapala j-5. silver and black. slash it through the water. 17 brownies and a monster 23" bow last opening day.

Another lure you can try is a 2" or 3" Berkley Power Minnow, silver/white sides and black/navy back is the most productive color for me.  Cast it out, and just reel it or twitch it slowly near the bottom, bumping the rocks.

We fish for trout all winter long, only thing to due in ohio, always use spinning gear. Small spiners and grubs can't be beat, unless you use live minnows. Some 3-6 inch creek chubs can catch some big browns.
