When fishing in a small lake and the conditions are slighly windy with a little chop on the waters, is it better to go deep with a brush hog or create some splash with a walk-the-dog type lure?

Very few things are predictable in advance, so you should probably try both, just as you should under other conditions. In my experience, windy with chop on the water is no deterrent to catching fish on topwaters.

If you are going to use a topwater, make it one with more splash and commotion, like a buzzbait or something similar. With the waves making some noise, a walk-the-dog bait would probably not get the bass' attention as much.

The situation you mentioned is my most productive time for a buzzbait.  I think that I've also heard about people throwing a spinnerbait on windy, cloudy days.(But I don't like spinnerbaits)

These are great conditions for anything you may want to try.

topwaters often work well with some chop on the water even if the sun is shining.

spinnerbaits are classic baits for these conditions,

but assuming "slightly windy" means what it says, then you can worm fish, or senko with little troube.

I like to try walkers and poppers no matter what the conditions are. But where I am there is almsot always some kind of breeze.  Topwaters be fun!!!!!!!

try both and decide wich works best and then you will know

If the water is truly choppy, there is only one topwater lure for me.....DEVIL'S HORSE!!!  Actually any of the cigar shaped lures with a prop at each end would likely work as well, but the DH is what I use.  I use sharp jerks of the rod to really make a commotion.  LM and SM can't stand it 8-)
