It's happening here too. Use baits that cover and move water like spinnerbaits and traps to find the fish willing to feed.

I don't think algae bloom is the same as turn-over.  Down South, a turn-over means the lake looks like chocolate milk for a week or two.  On very clear lakes, I'm glad when the water gets some green color.  It reduces visibility and improves the crankbait bite when the fish can't see them so well.

Sounds more like an algae bloom to me as well.  Not really sure on Wisc., but here across the lake in Michigan we have finally seen above normal temps since the first of September.  That's probably the cause of the "green" water.  Our fall turnover just brings up a lot of dead stuff off the bottom which is brown.

When the lake "turns over", water from the bottom portion of the lake mixes with the top portion of the lake.  When this happens, nutrients that were not previously available (like phosphorus) come to the top where plants and algae can use them.  This is what causes your algal bloom.  Conversely, this is what can cause fish kills during fall turnover too because the algae will use of all of the oxygen in the water.

I fish pea soup green water just as I fish muddy water.

The lakes here have not turned over yet, water temps are still around 74. It's probably an algae bloom.  As far as the big fish... don't know what you've been experiencing, caught my fair share of 3-4#'ers this summer which is good size here.
