Wisconsin & The A-Rig??

Can anyone tell me the rules for fishing the A-rig in Wisconsin? I know any combo of 3 hooks.Can you run a two with baits with no hook. I was told by someone that you can't run a 4 and 5 bait with no hook. I have tryed to call the DNR and that is a joke,all I get are recordings and leave a number that they never call back.

The way i understand it is you cant use more than 3 even without hooks. there are 3 arm A-rigs or i think you could just put spinner blades on two and that would be better than nothing.

The interpretation I was given from a DNR officer is that Dummies, or Blanks, are allowed. Just as they're allowed when trolling for salmon on the Great Lakes, the blanks do not count as lures, they're considered the same as attractors.
