They're not in the same district but they are in the same division, the 2 schools are about 3.5-4 hours apart. If it was late in the year a good posibility they were their scouting Covington for the playoffs.

Powell Valley High School in Big Stone Gap, funny thing is they lived in Appalachia the next town over which had a good football team as well that competed for state titles just in the next lower division.
