Micro jigs are my jam 😎. With that said, I typically just use normal silicone. If you haven't already, I would look at the fishing skirts website to see what they have. Out of curiosity, what hook are you building those bad boys on?

Where should I start for soft plastics?
Absolute bare minimum, you can get a mold and use it to recycle any soft baits that get torn up. I'd look into a budget open pour mold, those don't require an injector so there's a little bit less cost to get started up. If I were in your shoes, I'd get a cheap $20 microwave from a thrift store, a $5 Pyrex cup, a $40 open pour worm mold (lots of tackle making stores online have affordable open pour molds), and simply recycle your used up baits.

Making skirts flare
Yes, @smalljaw67 has some fantastic videos showing how to do this. Cut a groove in the lead collar up close to the head. If you are not keen on thread tying, you can use artistic wire to tightly cinch the skirt material where that groove is. It's tougher to get the same flare with a small jighead, but that should give you something close to what you're looking for.

Favorite Powder Paint Sources ?
Hard to beat good ol' Protec by CS Coatings. Another fun option is the Nova Stone color shift powder paints that are made by Barlow's Tackle. Those have some cool colors.

Jig Tying and skirt Question
I agree 100%. The jig hook is the most important component of a jig - I've written multiple articles about this very fact. It makes sense when you think about it. It's the direct link between you and the fish! The hook diameter dictates what size tackle you use, the eye degree dictates how the jig swims, the list goes on and on.

Ribbed Paddle Tail Swim Bait Molds ?
Hard to go wrong with any of these options. I'm a big Do-It fan myself. Those ES molds are a great bang for the buck. Also a huge fan of Angling AI molds, although I don't think they have a Ripper-esque bait in their mold lineup (unfortunately).

This ☝️ I've had days when they couldn't eat a jig fast enough. And then I've had days where they wouldn't look at it... (Fun fact ➡️ a soft jerkbait is my next choice when a jig doesn't get bit. If you can get those bass fired up, it's like candy to them! ?)
