Go To baits for thick/clumpy weeds and grass?

The local city lake that I fish is starting to become overrun with weeds and submerged grass to the point that any lure or soft plastic thrown into it will come back a clump of weeds/grass.  Also there are sparse floating clumps of weeds and grass.  What would be your ideal bait/lure of choice in this situation? Any and all ideas are appreciated, thanks!

Frogs over the slop, and buzzbaits and toads on the edges, if there are edges and it's not completely choked.

a swimming jig would be a good bait to try depending on how thick you are talking.  I like a 1/4 ounce bullet head with a 4" curly tail grub trailer.

Do you know if there are any visible holes or lanes in the grass?  If so, I would heavily target these spots in the grass because the fish will generally use these to navigate throughout the weedbed.  When I'm fishing heavy grass I like to throw a weightless softplastic or frog on the surface and if that doesn't produce or that bite slows down, I will take a jig, pegged soft plastic, or swimbait and fish the edges of the mat where it's a little less dense.  If your gonna fish those weightless softplastics on top, make sure you use the Reaction Innovations Screwed Up Bullet Head.  It's a weightless, plastic screw in that goes into the top of your bait that won't make it ball up on the hookset AND will make it so no snot grass catches on to the top of the head of the bait.
