whats the best for under 300 bucks?

For under $300 I would try a local boat dealer for a used one

If your sticking it on a Jon boat then you will do fine with 30-32 lb thrust. I got a mine off of Craig's list. $60 bucks and was hardly used. Works great. The battery was around $100 so keep that in mind as well. Mine is on an aluminum 12 ft V hull.
