Why is it worse later in the season?

That's a great question, and I would also like to know.

What state are we talking about, how deep is the water and do you know what the fruits or seedheads look like?
My first thought was spikerush (Eleocharis), but spikerush usually isn't so dense and orderly.

MN. Like 2-3 feet. No clue about the other questions.

Because every lake I have seen that looks like that has very clear water. With clear water the fish will go deep in the summer. Might be able to run the edges of that with a spook early in the morning and pick up a few roamers if you can get past the pike that love reeds.
