What happened in the first one when Mike McClelland when he was in his penalty the ref didn't let him use his the pliers to grab something out of his shoe? Did anyone else catch that?

^^^ I did see that and was wondering as well. Maybe when in penalty they cannot use any of their equipment?...for anything?

It must be a rule new because in the past the anglers would sometimes retie or go through tackle in their penalty, I haven't seen anyone do that yet

Not a new rule.  When it first started they just had to sit there and not touch any of their equipment,re-tie, or anything during their penalty.  I think around the 4th event they took away doing everything else during the penalty too (i.e. drinking water, going to the bathroom, etc.)  The point being that they are in a penalty and being "punished" and it kind of made the "time out" pointless if they were allowed to do all of this.  So they are making them do it during their fishing time instead of taking advantage of that 2 minutes to get those things out of the way.
