How do you know if your rod is properly balanced?

Balance is a matter of personal preference. I would say when the rod/reel feel (lightest and most comfortable) in your hands.

I would say just slightly butt heavy. so the tip of teh rod wants to come up.

How do you know if your rod is properly balanced?

To see if it's balanced, put the reel you plan to use on it, loaded with line and put a fulcrum under the reel seat. Properly balanced is a matter of preference, not right or wrong.
