Do i have to register my canoe if it has a trolling motor on it? And do i have to have a boaters license for it? 

Can't speak for Washington specifically but most likely if it has a motor of any kind it will need to be registered. Easiest thing to do would be to call your county clerk for a definitive answer. As far as the boaters license I would call the authority having jurisdiction. Here we don't have a boaters license but if we did it would likely be fish and wildlife.

You normally do not need to register a canoe or kayak in Washington State if you only use paddles (human powered).  However, if you use a trolling motor, then you'll need a boat license if the canoe is over 16' long.

You do not need a boater safety card if the HP is under 15hp.
