Get a bucket full of shiners and walk the banks near any major canal that has bridges and pitch to the pilings. You'll catch a bunch of peas and some LMs. Lake Osborne is an alright choice to walk around, I've always fished by boat, but you can toss a frog, skinny dipper, senko. 

I was in the area this past week and fished a canal on military trail between Northlake and PGA. I didn't have much time to fish and only fished one canal. I wouldn't recommend the canal I fished across from the church/school, but driving past down military there was few canals that looked like they had some potential you can see them when you are driving on i95 as well.

It is a little ways from West Palm Beach but if you drive West on Southern Blvd (80), about one mile past Lion Country Safari there is a water preserve on the left.  You have to walk a ways to find fish-able water but I have caught some nice ones out there.  Keep an eye open for gators!!  I have seen some big ones.

If you are going to do Lake Osborne, Perk's Bait and Tackle in 

Lantana on Lantana Road about a mile/mile and half eadt of I 95 sells shiners
