It should be fun to try, but I can't see those plastic wheels holding up.

 Those wheels must make a heck of a rucus in the water! When I've seen a flying bug (must admit, I've never seen a cicada in the water) in the water they pretty much set in one spot and churn the surface or kind of go in a circle. You'd have to pull this one forward to get it to churn the water.........Right about here my wife :-*would say "you are always so negative " Really not trying to be....
