Has anyone made or use a similar anchor system like the power pole micro minus the cost of a power pole?

Not sure I understand what you are asking. If you're looking to go cheap, there are manual anchors available. You mount a bracket to the boat and use a fiberglass shaft to keep you in one place.

There's one I've seen on some of the guys kayaks, Uncle Bernie's River anchor or something like that.  If it's still being made, it's probably cheaper than the Micro Power Pole.  To be honest, I'm with @slonezp, I don't think anything short of a Micro Power Pole is much better than a tomato stake through a rod holder or anchor trolley.
