I have been having some luck with the Berkley Powerbait Maxscent Flat Worm.

Drop shot rigged, #4 Gamakatsu Octopus Circel Hook, nose hooked.

The old drop shot is tough to beat, but I don't typically throw it in shallow water during the winter!
