According to the Luhr-Jensen chart, the trolling version depth is 10 ft. on 10# mono, the Hot Lips Express T.A. (casting model) is 11 ft., also on 10# mono.

 

The trolling version has a straight lip, the casting a bent tip.

Precision trolling/casting booklet I have lists the Baby Hot Lips (name for the 1/4 oz version) as 10 ft depth on 12 pound line (cast length 80 ft). The regular Hot Lips (1/2, 3/4 oz) are listed as 14 ft (90 ft cast) and 17 ft (100 ft cast) respectively.

I think that with 10 lb test (average mono diameter) and the rod tip at or near the surface, you'd be hard pressed to get 10 ft.  I'm thinking 8 or 9 at most.

Luhr Jensen discontinued the Hot Lips Express, I have had some good success with the 3/4 oz going after smallmouth in summer months. I wish they would bring it back or come out with a replacement deep diver. The lure did have alot of resistance due to the t shaped lip , but in the heat, it really outperformed other deep diving cranks on lakes that had clear, deep water.
