Can I harvest Freshwater Aquatic Grasses/Vegetation In California????

So I harvest kelp off the beach in california, but I was wondering sense DFG doesnt specify If I can harvest Milfoils or hydrillias in freshwater, does anybody know? (I use both for composting)

Yeah I tried contacting DFG on their phone number and emails, Its really hard to contact them unless in person, Perhaps they dont work on weekends.

California DFW;  Department of Fishing and Wildlife.

Milfoil and Hydrilla are a non native plant but it’s California!

Find the e-mail contact for your specific region.  The last time I contacted the POC for the region I live in, they responded in about a week.
