welcome.  I grew up about 80 river miles north of you right on the Mon (between lock 3 and lock 4).  Also a big fan of the stream smallies.  Lots of small to medium streams that flow into the Mon flood in the spring and the baitfish drag the smallies right up into them.  The mouths of those same streams hold tons of fish in the spring also.

Tried a few spots like that late this Fall with mixed success.  I'll definitely give them a go this Spring in hopes of doing better.  Still figuring out the bigger water.
