I would rather have a rod that is rated for more weight than the bait you're throwing than have a rod that is right at the limit.

I've got a 7'11 H Okuma and I used it quite often last year to pitch a 3/8 oz. jig.

That is a relatively small lure, and you asked for best. :D

I'd go with either an Evergreen Balista or a Steez 8' rod. Both have a lively tip and would be perfect for that size bait.
