A  Pflueger President 6730 and a Berkley Tactix 66MF are a nice finesse combo that run $100-$120.

Pflueger President/BPS Extreme for $129.  I started out with this combo in a 6'6''MH and do not regret it.  I would get 7'M or MH for your listed applications.

i think you could get a shimano compre 7'M rod, and a Daiwa Exceler 2000, or 2500 spinning reel for $150.00 or so. you would happy with that combo!
