My first choice would be a Steez701MHFB its rated 1/4-1oz be will cast 1/8 plus a worm with ease. that rod is higher priced then you listed but you could get a used one for around 300.

My second choice would be a Dobyns Extreme Cast Rod 703 once again its rated higher then you want to go but I have 2 of these rods and really love them they will do what you are asking well you could go with the 702 but then you would have a rod that is far less versatile however is thats ALL you wanted the rod to do then the 702 would be the better choice I own a 702 as well but it gets very little use.

another awesome stick that you could get for under 200 off ebay would be Daiwa Zillion TDZL701MXB or if you want a model that will give you pin point accuracy ide go with the shorter TDZL661MXB. these rods fish well beyond there price point.. there very tough sensitive rods that are light and well balanced and very comfortable to fish with.

I would mount a TD-Z 105 on the rod with 12# Sunline Shooter FC and enjoy a fine setup.

Probably will take some time to think about it, and wait for another sale somewhere, but I am leaning towards a Dobyns Champion or maybe even a Champion Extreme. My local shop carries them, but he is pretty much sold out right now. I'd like to feel them up some more as well.

Every time I think I want to focus on one brand of rod, I get a hankerin' to try something new. Maybe eventually one specific maker will win my heart, but as for now I am gonna be a variety man.

If u look around u can find a Loomis GLX MBR782 which is 6'6 med action rod for just around that price.

I just picked up a the Daiwa Tatula Elite Ehrler finesse M-MH/XF model used for $200. I haven't got it in, but my intended use is for light soft plastics and T-rigs with no more than 1/4oz. I expect it should be perfect for casting these lighter lures and provide a little extra power over the M/XF I've been using in the event there's some light cover.

 

Other rods that I have experience with that would work are the Dobyns Sierra 703C and St Croix Mojo Bass 7'1" M/F Plastics rod. I would definitely go with something in the medium or medium plus range for 12lb line and open water with lighter T-Rigs personally.

My favorite would be an IMX-Pro 852jwr, but it’s out of your budget. My second would be a Dobyns 702c. I love the 702, it’s great for all sorts of things.
