How numerous are the smallmouth in lake texoma? How do you catch em'?

Plenty of them. fish the bluffs and major creeks down lake. Little and Big Mineral creeks would be a good place to start

The smallies on Texoma love the rocks. Try what FFD said but also the rip-rap on both the railroad and Roosevelt bridges up the Washita arm. Sandy shoals are good in the early to late spring in Alberta Creek and Buncombe Creek. The Caney Creek Point is a good spot also.

My best smallmouth bait has been a Sassy Shad.

No.  This dink was caught on a bait that's almost 5" long.

Sexy shad is a color, Sassy shads are a plastic shad style plastic bait that comes in a wide range of sizes.  ;)
