Why don't more states have share-a-lunker programs likes Texas.  NC and SC, Fla, GA - with high numbers of bass fisherman in these states it seems that this may be a useful tool in developing trophy bass in these waters.  So why not?

I do not know about GA, Fl or SC but a majority of NC's big bass are caught in private ponds. People would not want to give up a big fish from their private fishing spot.
