Where?  Anywhere.

When?  At night.  June-September for us.

Depth?  Where ever the fish are.

Cruise some banks at Boone and throw a black/red (no moon) or black/chart (moon) with a matching Fat Albert.  Let it go to the bottom, rip it off the bottom, crank it 3-4 times (get the blade spinning), then let it settle.

When I fish a nighttime spinnerbait on lakes that do not have grass, I use a bait caster with 17-20 fluorescent line, a 6.6 -7 foot MH rod and a black light. As for spinnerbaits, 1/2 & 3/4 are what I use the most. I will rig the spinnerbaits with a zoom grub, twin tail, zoom chunk or paca craw. When fishing a spinnerbait at night, I will fish points, humps, flats, etc. And target isolated structure such as stumps, brush, or rocks. I will cast out, letting the bait go to the bottom, and start a slow retrieve, trying to stay in contact with the bottom. Most bites will be after coming across some object or when the bait comes off a ledge.  Sometimes the fish want a spinnerbait that puts out a lot of thump, sometimes they want one that doesn't.  Get some different size and colors of blades and change up. A #5 Colorado is the standard size most use, if you want one that puts out a lot of thump, try a #5 indiana blade. As a general rule, use dark colors (black, blue, purple) skirts and gold or black blades on dark nights. On moonlit nights use (red, purple, etc.) with gold or nickel blades. All with a good ball-bearing swivel, Sampo are the best.

The depth 4-8 foot ½  oz and 8+ use the ¾ oz spinner bait.

Any spinnerbait will work....as long as it's black/blue and has a big colorado blade. Most of my fish come about 1 foot (if not, closer) from the bank.

Thats exactly right on. I find a lot of big fish on points with a significant drop off.

I use some locally made spinners, war eagle, and booyah Moontalker:

Lunker Lure's Triple Rattleback Vibratron Spinner Bait can be heard 100 feet away (testing by National Acoustical Center).

Booyah makes a spinnerbait for night fishing and its works great I use it day and night though and both bass plus pike. One big  black colorado blade and a black/red or black/blue skirt.

The old..old..old Strike King short arm spinnerbait (with Bill Dance wearing glasses on the package) throws the most vibration of any shot arm bait I've used.  The secret is slow and steady, give the bass a chance to find it.

The problem with any off-the-shelf 'night' spinnerbait is the crappy swivel at the blade.

I've got a 3700 box full of spinnerbaits with crappy swivels.  Strike King, Booyah, Terminator, etc.
