Does anyone know how to clean up a sound file?

I'm trying to figure out if there is any software or any other way to clean up a sound file that has a lot of "noise" in it.  

This is the file I am interested in clarifying:

You can barely make out what's going on and I'd like to clean it up, if at all possible, so it can be heard more clearly.  I know this may be way out of my capability.

I messed around with Adobe Audition a little in the past. It might be useful.

I ran the "restoration" feature and it did clean it up a little.  But I think the audio quality may be so far gone it can't be cleaned up but so much.

Try and find Cool Edit 2000 or a later version.  It's an absolutely amazing audio editing program.
