I'm trying to figure out if there is any software or any other way to clean up a sound file that has a lot of "noise" in it.

You can barely make out what's going on and I'd like to clean it up, if at all possible, so it can be heard more clearly.  I know this may be way out of my capability.

Glenn, can this be used to clean up the audio on a video recording as well?  I have to video that has some noise from the camera that I would like to clean up.

Yes.

I ran the "restoration" feature and it did clean it up a little.  But I think the audio quality may be so far gone it can't be cleaned up but so much.

Try and find Cool Edit 2000 or a later version.  It's an absolutely amazing audio editing program.
