okay, so far on the mildly rusted, a little wd40 a toothbrush and/or wire brush seems to be working... if its rusted inside the eye, im having trouble...

i know its a lot of hooks - yes i have a problem (first step), this is the first time ive taken all the hooks and weights out in awhile and the ammount of tungston flipping weights i have is grotesque, i bet id pick up 5 miles an hour if i left them on shore, and like a moron i had them stored so that the hooks were on the hinge side of my plano so that when that compartment on the boat got damp and the hinges were down they took on water...

Why take off the rust?

Just fish them.

Try a product called Navel Jelly, Nothing to do with your belly button ;D). I have used it on various rusted items.

Good luck

Two products: Star Brite Hull cleaner - can be gotten at Wal-Mart

Sno Bowl toilet cleaner - any super market.

Let soak for a short period and then lightly brush with tooth brush: wear gloves because both are mild acid.

Also great for cleaning stains and such off hard baits.
