I went fishing this weekend and all the fish would tail slap my Pop R but none would actually strike.  Any suggestions or changes I should do. Was fishing around sundown in 84 degree water.  West Point lake, GA

Since there isn't very much information here I will tell you what I think is going on.

You are probably popping it too rapidly. This will cause the fish to miss the popper. When I fish a popper I will slowly pop it. you do not want to herk it to hard but just make a burping sound. I will tug it 3 times just like walking the dog but extremely slow.

I have no opinion on what's going on, but I know for sure that you need to do something different. That could include working the same bait in a different way or using other topwaters.

Or, to put it in the language of the Lindners, your Pop-R had attracting qualities, but lacked triggering qualities. You need a lure or lure action that will do both.

Sometimes, if you quickly change size of lure or color you can get them to hit. Also try different retrieve speeds, including just leave it sitting for long pauses.

Try throwing a Fluke or Z-Too to the same area. Start with slow jerking retreive and if nothing, speed up. Fish might want something a little less noisy.

When a fish hits a bait half heartedly, then you need to make a change.  Might be speed, might be color, might be size.  The popper is attracting the fish, just not making them fully commit.  I see this happen on crankbaits a lot.   I get fish on the back hook only or miss a few, then make a color change or speed change and the fish hit harder and take the bait better.
