The best time is to be there fishing with your baits in the water whenever you can.

Because I don't get on the water as much as I'd like to and our open water season is shorter than other parts of the country (Minnesota), I use one of the products from Rick Taylor's web site.

So far I haven't been disappointed. Dough hannon has a good product, I just happen to like this one. Caught my biggest bass (8.9 lb) on a lake fork trip using the tables, my biggest pike (45 inch) doing the same. Weather will always trump the sun and the moon as far as a fish bite, but any added edge is helpful. Taylor's site gives some good explanations even if you don't buy his product.
