The only thing i could find on SCDNR. But considering they recommend using umbrella rigs in 35' of water for stripers then i think were ok ;)

Game fish may be caught with only hook and line, fly rod, casting rod, pole and line or hand line. Not more than 2 of these devices may be used by any fisherman at the same time, except when fishing in a boat. An unlimited number of lawful fishing devices may be used if every boat occupant (who would normally be required to have a fishing license) possesses a valid fishing license.

Owner of your good local tackle shop is wrong. AGFC says that it's three max. From the states that I've talked to, only one state has said that spinner blades or lures without hooks are still considered as lures. That's TN.

I'm not going to get into all of the states and responses from those states because I don't want to be the one you're seeking the info from, you should know your laws, or find them out. Another reason is that some states don't even know how they view the rig just yet. Some are saying that it's one lure, some are saying that it's five. Yet others are saying that it's over the limit of why they allow simply because of the ability to have more than two hooks, yet others say that it's not legal because it's not in their permissive code, and others say that it's legal because it's not expressly forbidden. Of the states that I regularly fish, only AL allows all five to be used, the vast majority of states are 3.

I just called the head ranger for my district, over in Eureka Springs AR. They said there is no limit on the number of hooks on an A-rig, at least on Beaver Lake.
